I've never seen the admin panel for Ning so I don't know all the choices you have. I belong to a small few Ning groups, and growing.
How to build teams? A call to action! A button or something that says Join A Team.
I see that you have a clearly visible Teams menu item on the main menu. Good!
You also have a left column Teams widget. It has a View All link at the bottom of the widget (I'd prefer at the top, but there may not be that kind of option). So you've got a widget to spotlight teams - Good! Is that the 3 latest? The most active/popular 3? Might hype how it determines the 3 it shows. Which may create some intrigue into teams. Or, now that I'm thinking about it maybe the title of the widget might be your call to action: Join A Team! (here's 3, or view all)
One of my Ning networks has a top area - just below the logo/header/menu space - that highlights popular features. Their groups/teams is in this button bar area with its own icon which gives you the idea that groups is a major activity of the social network.
Another site I visit has a Latest Groups widget on the right as the 2nd item from the top. Implication being that you might have to play around with placement and see what spot gets the best attention.
